In 1976 Congress imposed opposing goals for Conrail to be profitable but get its freight off the Northeast Corridor.  Integrating Penn Central’s existing freight electric operations into its overall operating plan proved difficult as Amtrak attempted to restore high speed passenger service and rebuild the NEC.  Photographer Ralph Curcio was out on the NEC in eastern Pennsylvania and western New Jersey creating a fabulous chronological record that tells the story of how Conrail finally removed its through freight traffic and ceased electric freight operation altogether.
