As the steel mills and heavy industries of western Pennsylvania and eastern Ohio were vanishing in the late 1980s, the new CSX had to adjust its operations in the area especially with its P&LE routing also changing. CSX diesel power also began to show evidence of change as Seaboard System diesels began to be integrated with Chessie System diesels which were themselves still in various stages of C&O/B&O colors. CSX schemes also began to be seen, some in their earliest renditions in this period of change.
